The Army and Marine Corps’ inability to accurately track the amount of time troops have been deployed could lead to faulty calculations of compensation awarded to those required to mobilize or deploy early or often, or who are extended beyond established rotation policy goals.
A Government Accountability Office report published Tuesday said that while the Defense Department has reported personnel tempo data to Congress since 2001, Army and Marine Corps do not have the ability to identify faulty data — and both lack quality control procedures to ensure the accuracy of the data.
Internal reviews by the services bear out the problem. According to the GAO, the Army Human Resources Command in 2005 reported that personnel tempo was not properly recorded for 72 percent of forward-deployed soldiers. And Marine Corps inspection teams found in fiscal 2005 and 2006 that inspected commands did not have procedures in place to ensure accurate reporting of personnel tempo.
The upshot is that without such controls, personnel tempo data collected by the two services can’t be used to accurately determine eligibility for various compensation programs related to high rates of deployment. ~snip~
