Has anybody here been stationed in Naples, Italy?
Is this a case of more downsizing or is it a valid issue?


Navy housing regulations changing in Naples area

NAPLES, Italy — When the maintenance and face-lift projects no longer prove effective, it’s time to move out.

One of the off-base housing areas the U.S. Navy leases in the Naples area is aging and the landlord no longer can maintain it to meet Navy standards, Capt. Floyd Hehe, commanding officer of Naval Support Activity Naples, said during a recent town hall meeting.

So base officials decided not to renew the leasing contract when it expires in 18 months, a decision which has had a trickle-down effect resulting in housing regulation shifts for other Navy-leased parcos — off-base housing areas.

In 18 months, the Navy will cease to use the townhouse-style units in Parco Artimide in Lago Patria, said Ellen Spirito, community housing director. Starting now, housing officials won’t move anyone there who has more than a year to serve in Naples.

“When it gets to be about six months before the lease expires, we are going to start moving people out, so it makes no sense to move them in if they have more than 12 months,” she said.

The overall housing policy mandates that sailors E-1 to E-5 who qualify for two-, three- and four-bedroom apartments — basically anyone with a dependent, and who does not have a dog or more than two cats — must live in on-base housing if it’s available. Officers and enlisted sailors E-6 and above do not have to.
