Old but new to me, Small Business set-asides for Service-Disabled Veterans
Service-Disabled Veterans Executive Order dtd October 04.
QUOTE
Section 1. Policy. America honors the extraordinary service rendered to the United States by veterans with disabilities incurred or aggravated in the line of duty during active service with the armed forces. Heads of agencies shall provide the opportunity for service-disabled veteran businesses to significantly increase the Federal contracting and subcontracting of such businesses. To achieve that objective, agencies shall more effectively implement section 15(g) of the Small Business Act (15 U.S.C. 644(g)), which provides that the President must establish a goal of not less than 3 percent for participation by service-disabled veteran businesses in Federal contracting, and section 36 of that Act (15 U.S.C. 657f), which gives agency contracting officers the authority to reserve certain procurements for service-disabled veteran businesses.

Small Business Size Regulations; Government Contracting Programs; Final Rule dtd May 04
QUOTE
SUMMARY: This interim final rule implements that section of the recently enacted Veterans Benefits Act of 2003 (VBA), which addresses procurement programs for small business concerns (SBCs) owned and controlled by service disabled veterans. According to the interim final rule, a contracting officer may restrict competition for a requirement to service-disabled veteran owned (SDVO) SBCs. The interim final rule defines the term service-disabled veterans, explains when competition may be restricted to SDVO SBCs, and establishes procedures for protesting the status of an SDVO SBC.

Do any DUers have experience with this program?

Apparently it functions like a minority Small Business set aside, AKA 8A contract?

1. I'm Service-Connected, 100% and I own a VOB
VOB: Veteran-Owned Business.

Actually my wife (also a veteran) and I run the business. I've registered it "officially" with the government.

But because we're so small and our focus fairly narrow (web development) I doubt that I'll ever see any work from it.

2. Thanks. Have you contacted the SBA for their assistance? The CFR
(13 CFR 125.20) says contracts can be awarded without competition under some conditions and other regs can limit contracts to 8(a), HUBZone, or SDVO SBC for competition..

QUOTE
§ 125.20 When may a contracting officer award sole source contracts to SDVO SBCs?

A contracting officer may award a sole source contract to an SDVO SBC only when the contracting officer determines that:

(a) None of the provisions of §§125.18 or 125.19 apply;

(b) The anticipated award price of the contract, including options, will not exceed:

(1) $5,000,000 for a requirement within the NAICS codes for manufacturing, or

(2) $3,000,000 for a requirement within all other NAICS codes;

(c) A SDVO SBC is a responsible contractor able to perform the contract; and

(d) Contract award can be made at a fair and reasonable price.
