Am I being too anal about this definition of 'bokeh'?

Every time I see this photo in my comments list, it irks me

Why it's bugging me: This was added to the "Bokeh Wednesday" group. How can there be bokeh, if there's nothing actually in focus to contrast against the blurred area?
