1. What do you want to take pictures of?
That, and how much control you want over camera settings v. point and shoot are more important in making any suggestions about a camera than the features you mention.

(They all have a memory card - even my video camera has a card for stills, and I can't imagine any that wouldn't have a USB connector.)

If you ONLY want to use it for web pictures you can spend more money on features and less on mega pixels since screen resolution is lower than the higher end camera resolution so you'd be wasting money.

I'm putting together a website which will feature portraits, photos of workshops in progress, and public speakers. I need something that will give me some good close up portraits and at the same time some long shots of crowds.

3. My Kodak CX7330 works just fine for that.

The price is less than that ... about $150-200, with additional memory stick. It's 3.1 megapixels (plenty for web use) and has 3X optical zoom. It's a USB interface - which works fine for me. (The only thing I'd prefer is the kind of USB interface driver that treats the camera as an external drive with R/W. Mine doesn't.)

I'm in no position to offer first-hand comparisons to other cameras in this range, but I looked around and it seemed to be best for what I wanted -- which was digital snapshots for web and such, too. (I still have my old Minolta SR102 35mm SLR and lenses for 'serious' work, which I do very little of.)
