That there is one hard fast rule to street photography.
There are no rules.
It's really up to the individual photographer to define, my personal take is as long as the photographer is interacting with the public in a public space it's street photography.
Some photographers process is to stand across the street with a telephoto, some are aggressively up in peoples faces, some bring or find a prop and shoot for the reactions and in this case the photographer inserts professional dancers into the shot, it's all fair as far as I'm concerned.
