means that they have used up their limit of bandwidth they get from their host. Most have monthly limits and once it is reached they either have to pay for more of the page doesn't show. Most free site divide the monthly limit into days and once it hits you can't view the page until the next day. Crispi can correct me if I am wrong though. Back to work with me now.

I've never seen the message before either. Sounds like they're actually redirecting the URL, not hosting the site. That is, the URL that you have does not live at that address but somewhere else. Sort of like getting your mail forwarded when you move. :P
