Bush's poll numbers are extremely low? Or if his poll numbers are about 50% or higher? Why? Is there a psychological reason for casting votes? Would a person cast a vote if they thought it really didn't matter moreso than if they thought their vote might keep their Party in power? Will Repubs get more votes with low approval numbers than they would with higher poll numbers?
