2. If there were numbers of vigilante groups, I doubt they'll be investigated

After all, the pols (even Dems) were all over the TV talking about shoot to kill, fresh from the battlefield troops going in there prepared to shoot on sight, and what not. They turned people back at the border on the bridge at gunpoint. Investigate their own psychosis, I doubt it.
