Congressional-Bribe Case

Cunningham Is Suspected
Of Asking for Prostitutes;
Were Others Involved?

Federal prosecutors are investigating whether two contractors implicated in the bribery of former Rep. Randall "Duke" Cunningham supplied him with prostitutes and free use of a limousine and hotel suites, pursuing evidence that could broaden their long-running inquiry.

Besides scrutinizing the prostitution scheme for evidence that might implicate contractor Brent Wilkes, investigators are focusing on whether any other members of Congress, or their staffs, may also have used the same free services, though it isn't clear whether investigators have turned up anything to implicate others

In recent weeks, Federal Bureau of Investigation agents have fanned out across Washington, interviewing women from escort services, potential witnesses and others who may have been involved in the arrangement. In an interview, the assistant general manager of the Watergate Hotel confirmed that federal investigators had requested, and been given, records relating to the investigation and rooms in the hotel. But he declined to disclose what the records show. A spokeswoman for Starwood Inc., Westin's parent company, said she wasn't immediately able to get information on whether the Westin Grand had been contacted by investigators.

Mr. Cunningham, a Republican from San Diego, was sentenced March 3 to more than eight years in federal prison after he admitted taking $2.4 million in bribes. The bribes were taken in exchange for helping executives obtain large contracts with the Defense Department and other federal agencies. Mr. Cunningham, who resigned from Congress in November, pleaded guilty to two criminal counts, one of tax evasion and one of conspiracy.

1. Does Duke Cunningham sound like a made up name to anybody else?
It is nice to see him get his comeuppance - although they are probably going to play him as a special case and not indiciative of the corruption that has engulfed their party.

Northern Mariana Islands, Abramoff, DeLay, and Enron

Okay, this admittedly has a lot of moving parts. Let me see if I can get all of this straight.

The New York Times runs a story this morning about $1.2 million in unaccounted for work done by a Rabbi David Lapin to "promote ethics in government" for the Commonwealth of Northern Mariana Islands (CMNI), a U.S. territory. Tom DeLay and disgraced lobbyist Jack Abramoff are at the center of this one.

Here's some background:

1. The Northern Marianas have weaker labor laws than the mainland U.S. and the garment industry likes it that way. They bring in labor -- some would say slave labor -- from China and other Asian countries, and pay them a pittance while exploting them. Some go into prostitution.

2. CMNI hired Jack Abramoff to lobby for them and paid him roughly $9 million to prevent the Clinton Administration from stregthening labor and human rights standards.

3. As part of Abramoff's lobbying, Tom DeLay took a trip with his family and some staff members there in 1998. While there, as ABC News caught on tape, DeLay extolled the factories as the way capitalism ought to operate. When he returned he declared the Clinton Administration efforts to raise wages and clamp down on immigration dead on arrival.

4. Abramoff also funneled more than a million dollars, it appears, to David Lapin, who is a conservative rabbi, for promoting ethics in government. Rabbi Lapin later ran a school, now defunct, that was supported by Abramoff. CMNI cannot account for what David Lapin did for the islands.

Sinclair owns WPGH, the Fox affiliate in Pittsburgh, and programs most of WPTT. The Baltimore Sun reported that Smith, 45, was arrested Tuesday night in an undercover sting at a downtown corner frequented by prostitutes. Sinclair issued a statement that Smith's arrest was unrelated to company business and "The company will continue to operate under the direction of its current management." (Eschaton, 4.30.04) Sinclair is ran by David Smith, who in the mid-1970s was a partner in a company called Cine Processors, according the Los Angeles Times, which cites public records and a former partner in the company as sources. David E. Williams, Smith’s partner in the business, told the Times that Cine Processors’ sole business was the development of 8mm pornographic films. According to Williams, the film company went out of business in 1975 or 1976 after police confiscated film and other materials during an obscenity raid. Baltimore police officials were unable to locate records of the raid, citing the decades since the raid took place as the reason why. (LAT, 10.27.04). Never mind that (David) Smith's own behavior had almost nothing in common with (Sinclair's vice president of corporate relations, Mark) Hyman's moralistic segments. According to several sources close to Smith, the principal owner of Sinclair has never been the paragon of personal virtue that his stations preach and his political allies champion. Having launched his career selling pornographic videos in Baltimore's red-light district during the 1970s, Smith has apparently spent the past thirty years refining that passion. After he was caught by police in 1996 getting a blow job from a prostitute while driving a company Mercedes, his sexual adventures became a matter of public record, but according to his friends, that incident only begins to tell the story. "That was the time he got caught," says one. "He's a whoremonger. A real whoremonger. He loves the titty bars. The only people he likes go to the titty bars with him. Those are the only people he trusts. He also goes out to Vegas all the time. He goes to the high-end titty bars. He's always getting the private upstairs rooms, champagne, the works." Guilty Congressman Duke Cunningham's “Co-Conspirator” Also Ran A DC “Hospitality Suite, With Several Bedrooms”…

Sometimes we read too many political clips and overlook some amazing things staring us in the face. Among those in Monday's edition, this little factoid, culled from Sunday's San Diego Union-Tribune blockbuster digging deeper into the Duke Cunningham's relationship with "co-conspirator No. 1," a.k.a. lobbyist Brent Wilkes.

According to the U-T, Wilkes also "ran a hospitality suite, with several bedrooms, in" DC -- "first in the Watergate Hotel and then" in a Capitol Hill hotel.

Come again? A "hospitality suite with several bedrooms"?

Talk about raising more questions, including:

-- Why does a lobbyist need a "hospitality suite with several bedrooms"?

-- Who uses those bedrooms and for what?

These lobbying scandals involving Cunningham and Wilkes and Abramoff are looking more and more like a bad movie script every day. Except with one difference from the movies: this stuff actually happened.
