Global warming tax...?

Global warming tax...?
as global warming increases, the coastal areas are probably going to be the hardest hit- by rising ocean levels and storms increasing in number and severity...and therefore probably also the most in need of federal aid...over 50% of the U.S. population lives within 50 miles of the ocean.
should there be some type of tax on those who choose to live there, so that the money(or at least some federal iou's) will be there when evacuation time comes?

1. Not distance from the ocean.
Likelihood (actually certainty) of flooding from rising sea levels. Actually, I think people would complain. When Clinton first got into office, he floated the idea of a carbon tax to penalize energy sources that produced a lot of carbon dioxide. He got pilloried for it, both from the right and from the left. The righties objected to taxing anything at all, the lefties complained about the "regressive" nature of the tax, hitting the commuting poor the hardest.
There is going to be hardship.
