Some Congressional comedians stuck Katrina spending in with the Iraq war budget bill. In a heartless show of fake fiscal responsibility President Bastard threatened to veto the bill if it goes a dime over $93bil.
It seems pretty clear to me why he wants to pare down spending on his heretofore favorite project.

why would he ruin that kind of record?
noo, this latest veto threat is just pr-smoke/mirrors to make it look like he's concerned about deficits/budget
if push came to shove - he'd just wander around his office wondering why the stamp says "OTEV"

Now that's funny! I guess he's have to use it to see what it says.
Buxh has never seen a spending bill that he didn't like, but that's because they've all been generated by his buddies in Congress. I don't know how the Katrina money got in there, but it's pretty obvious why he's threatening to veto this one.
