According to David Bender of People for the American Way on Rachel Maddow's Air America Show this morning, the person who chose Colbert for the WHCD was the incoming brand-new president of C-Span, Steve Scully.
You should thank him.

and....while introducing the head table...he "NEVER" mentioned the president...he said something about the guy who is with the last speaker from last year...meaning Laura....or something like that..
I thought that was interesting how he never introduced him until they gave a toast. Payback is hell.
