How come Bolton is saying Iran is using oil as leverage to China, India?!

Or am I reading this wrong; Iran is not selling oil to India and China and making profits and investments on it elsewhere?

Edit: Also note him saying that China, India and Japan would EAGERLY assist the US in crushing Iran's nuclear ambitions were it not for Iran's evil leveraging of its energy assets, thus pronouncing to the world that China, India and Japan secretly support Bolton's stance against Iran, but cannot join with him due to their oppression by the evil Iranians. Consequently, Bolton must do without their (public) support and lead the United States against Iran with sadness that they cannot join him, as they fervently wish to, and enforce the true will of all other nations in beating Iran into the dirt.
