The way the law is written now, once each presidential nominee is nominated in the summer, he gets his matching funds from the government and is limited to just spending and raising that money. No more. They can't raise or spend money from any other sources. Candidate campaign organizations cannot legally control what 527 groups do. I would have it such that presidential nominees could be allowed to use money in addition to their federal matching money in the fall campaign. They could continue to raise money from private donors and PAC's, and they could spend it on the fall campaign. I would keep the individual and PAC contribution limits the way they are now. Limiting campaign spending to just the federal matching funds is a bad idea. In a presidential election situation that only forces the candidates to reduce the number of states that they can compete in, resulting in a higher number of states that are simply "written off", and the people in those states are basically ignored in the campaign because they aren't lucky enough to live in Pennsylvania or Ohio. You limit spending then the candidates will have to, out of economic necessity, write off many states in the campaign. DUers who complain about Democrats writing off the South and the Mountain West should pay attention to this issue.

publically funded. then we disallow lobbying and create public research groups to compile information on pending legislation. Just for starters.
