Is DCI a step up or down from a cabinet level position?

Is DCI a step up or down from a cabinet level position?
I guess it depends on which cabinet. Probably step up from Labor, Education, HHS and a step down from Defense, State, Justice. What do you think? Actually DCI is kind of in it's own realm that can't be qualified with a comparison to the cabinet departments. After the recent restructuring though it's hard to say, DCI's wings have been clipped by the Director of National Intelligence, the DCI used to have a seat on the NSC.
