How do I get some legislation introduced then passed without

Original message
How do I get some legislation introduced then passed without
having to "buy" any representatives or congressmen/women??? I have an idea that could conceivably save this country billions in healthcare... and I want to get it introduced in Congress, what do I do?

1. would it cost any business any money? If so, it won't happen
if it will make money for some industry, approach them and let them buy the votes.

4. It will cost Phillip Morris at first, in the end it may save their
business,it will save the healthcare industry billions, it will make Horphag Ltd. millions, remove tragic episodes in peoples' lives along with their loved ones, and generally awaken peoples' eyes to the power of antioxidant therapy. I want this stuff in ALL CIGARETTE FILTERS NOW.

Pycnogenol in cigarette filters scavenges free radicals and reduces mutagenicity and toxicity of tobacco smoke in vivo.

Despite large-scale anti-smoking campaigns throughout the world, the number of smokers remains high and cigarette smoking continues to represent a life-threatening health risk. Until a smoke-free society is achieved, reduction of cigarette smoke toxins may reduce the health burden. Current cigarette filter techniques are limited to the reduction of volatile tar constituents by dilution and by condensation on the filter surface.

Vast quantities of harmful constituents, such as polycyclic aromatic hydrocarbons, heterocyclic (aromatic) amines, free radicals and reactive oxygen species, are inefficiently retained in the filter. We investigated whether neutralisation of free radicals in cigarette filters is feasible and accompanied by a reduction in smoke toxicity. Addition of the bioflavonoid pine bark extract

Pycnogenol to cigarette filters depleted free radicals in a dose dependent manner. This was paralleled by a reduction of toxicity and mutagenicity in rodent test models. In this model system, the acute toxicity of cigarette smoke was markedly reduced by up to 70% in rodents with 0.4 mg Pycnogenol in filters. Chronic exposure to cigarette smoke for 75 days revealed that Pycnogenol filters significantly reduced mutagenicity by up to 48% and decreased pathological changes in lung tissue.

5. I think tobacco would be interested in this given settlements
against them for health damages.

8. And you KNOW it would reduce the health problems for people
who cannot or will not quit by leaps and bounds. Another article here explains the other benefits that Pycnogenol posesses when taken orally.

Inhibition of smoking-induced platelet aggregation by aspirin and pycnogenol.

The effects of a bioflavonoid mixture, Pycnogenol, were assessed on platelet function in humans. Cigarette smoking increased heart rate and blood pressure. These increases were not influenced by oral consumption of Pycnogenol or Aspirin just before smoking. However, increased platelet reactivity yielding aggregation 2 hours after smoking was prevented by 500 mg Aspirin or 100 mg Pycnogenol in 22 German heavy smokers. In a group of 16 American smokers, blood pressure increased after smoking. It was unchanged after intake of 500 mg Aspirin or 125 mg Pycnogenol. In another group of 19 American smokers, increased platelet aggregation was more significantly reduced by 200 than either 150 mg or 100 mg Pycnogenol supplementation. This study showed that a single, high dose, 200 mg Pycnogenol, remained effective for over 6 days against smoking-induced platelet aggregation. Smoking increased platelet aggregation that was prevented after administration of 500 mg Aspirin and 125 mg Pycnogenol. Thus, smoking-induced enhanced platelet aggregation was inhibited by 500 mg Aspirin as well as by a lower range of 100-125 mg Pycnogenol. Aspirin significantly (p<0.001) increased bleeding time from 167 to 236 seconds while Pycnogenol did not. These observations suggest an advantageous risk-benefit ratio for Pycnogenol.

2. A bill needs the sponsorship of legislators
There is no other way -- at least not that I'm aware of -- to introduce a bill.

3. If it will save "the country" billions, forget it.
"Saving" billions means someone isn't MAKING billions. Guess who that someone is? The healthcare industry. They have no interest in saving us anything.
