are you looking for Pentagon to have more control over intel analysis.

Rummy: No. Quality of debate is pedestrian and unimpressive. If you stop and say 'what is the most important thing on intel, ration ppl would have understood the structure to provide best intel to protect American ppl.' I read about theoretical turf wars. It should be embarrassing for pppl. We do not have issues between Porter Goss and Tenet. We have good linkages. We have lunch every week or two. Negroponte, Goss, Hayden, no power play taking place. Interesting how little facts get attached by thumbsuckers in the press. I'm going to decide who asks questions, the best behaved.

It used to be as Iraqi forces stand up, US forces would stand down.


Now Rumsfailed is saying the US can't do anything until the Iraqi gov't solidifies and they have a Defence Minister.

Rummy: What are you trying to do, put me on opposite side of President? I don't think there's anybody who'd like to see every prison closed. The problem is that we've been working very hard to live with the rules and regs as they exist and persuade other countries to accept detainees and treat them as humane. Going down a different track, get the military process going. THis is president's decision, of course. Regrettably court system has been used by defense lawyers where we can't have military courts try these people.

24. Is it important to have intel independent of military?
Rummy: pple want to put things in baskets. The truth is that a single piece of intel could be of national value and/or tactical. Intel can come from multiple sources. The user doesn't care where it came from or if it's being used by somebody else. DoD is largest user of intel. Can't prove it but don't doubt it's correct. Use intel to help defend this country. I have statutory duty. Provide intel to commanders but same information has national purposes. I try to fulfill my responsibility to see commanders have info they need. The thing they mention is they wish they had more intel, timely intel, wish to access 21st century info. (WTF?)

With non nation states requires different intel approach. Spread throughout State, DoD, FBI, making that transition. Not something any one entity should be in charge of. We're trying to figure out what the arrangements ought to be. Legislation that doesn't tell everybody what to do when they get up in the morning (Like following the laws maybe? :eyes:) All we read about is conspiracies blah blah, nothing we do that has not been worked out with WH, etc. There is nothing mysterious about it. Sorry to say that to pppl trying to mystify everything. Collegial and open process. The hundreds of articles you read notwithstanding.

Let's get down into minutiae.

Reporter: Speculation that there's tension. Did you scold him Hayden?

Rumsfeld: I don't get upset. Mike Hayden wanted NSA to move over to DNI. My view was as someone appointed by pres, that DoD ought to wait and see where pres comes down on that issue. He came down it should technically stay at DoD. Hayden on one side and I was with president. When he decided not to move it over I agreed. Is that a big deal? Not that I know of.

Rummy: the intel community had views on Iraq. That info was available to pres, me. Powell, Rice, Tenet. It was intel available to congress of US. Available to others with exactly the same view. Turns out it was wrong. Fair enough. It's a tough business. Difficult to be right all the time. Does that give one pause? You bet. dealing with a closed society.
