Actually, he drove into the weeds when he had sex with Monica. Being president was his lifelong ambition. If you achieved your singular burning desire and the only restriction was that you forgo a lesser desire, wouldn't you do it? He only had to chill for a mere 8 years. It wasn't like he had to do without. He had his missus, and it was more than clear at the time that she was besotted with him.
