Call me paranoid, but this idea came to me.. (I should apply for a job at the NSA/WH/CIA whatever)..
Elementary school kids usually LOVE school and rarely cut class, so on a given day, "Dentists and assistants" visit all elementary schools for a dental hygiene assessment.. (It's for the children's good, dont-cha-know?).. a simple cheek swab contains the DNA that will never change for that child.. Into a database it goes, just waiting for cross-checking at a later date...
Most parents would not refuse a free dental check up for their kids, especially as more and more insurance plans exclude dental coverage...

We started with convicted felons, but will be be "moving forward" with the security of DNA in the future. I believe it will follow government controls to help "Amerikans" maintain security in the new ID theft and forgery age. Finger prints, retinal scans, blood types, and yes the all powerful DNA..... passed off as "we are just lookin' out for YOU"....

and also when grocery clerks wrote it on your checks, and DMV used it for your DL number.....and now again when it's a state secret...
The "dental check" would be a simple way to get every schoolchild's DNA for "future use" and they would never even know it as they grew up...

Homo Sapiens is intelligent.
For every new gadget there is a countermeasure, you just have to think of it. And the countermeasure is much more simple than the sophisticated gadget in most cases
I wouldn't be surprised that we start seeing wrong evidence at crime scenes, like hair or dandruff or blood of people different than the guy who committed the crime being left there to mislead the investigation.
If you want to commit a perfect crime just bring a bagfull of hair, skin particles of different people and cats and dogs and apes and scatter it at the scene of the murder. Overload the system and you win.
In a system where identity is more important than ever, stealing identities will be a top priority on the evil guys to-do list.
It's a spiral.
Guess what: When the government started to put fingerprints into a database the evil guys just started to wear gloves.
