Santorum really does have a thing about dogs.
The paper I work for reported last week that Santorum is co-sponsoring a bill called the Pet Animal Welfare Statute (PAWS) allowing USDA to regulate breeders... granted, my paper was looking at it from a completely different perspective, but all I could think was "Ah! Santorum + DOGS!!"

Just wanted to share the giggle.

4. PETA has been pushing these bills
a lot in the last few years looking to put legitimate, careful breeders, as well as the puppy mills out of business. If you look at most of them, they way they are written you'd be classified as a 'breeder' if you have a fish tank and woke up one morning to find hundreds of baby guppies swimming around.

You'd also be considered for hefty licensing fees if your dog participates in agility, flyball, lure coursing or any sport.

It is a state thing at the moment and googling breeder license legislation will bring up the list for more than one state, all of them similarly worded but only changing the number of animals needed to be considered a breeder or a high volume breeder.

Under most of the proposed state legislations, I would have to be licensed as a breeder because I have 5 cats...even though every one of them is neutered.

5. My wife is usually the one who keeps an eye on this stuff...
We're in rescue, and we support REASONABLE legislation to put a stop to puppy-millers, but too many of these bills are pure idiocy which will hurt responsible breeders and do little, if anything, to stop the backyard variety.

8. The ONLY thing that's going to stop the puppymillers
is to convince the AKC not to register pups from them. Over half of AKC revenue comes from puppy mills and they just are not willing to give that up.

Then you also have the government funded puppy mill...the Hunte corporation. Millions of tax dollars to the puppmillers.

2. Penn. has large number of "puppy mills", but that's a matter 4 state law
And they should be regulated because they abuse the breeding mother animals, and the puppies they produce tend to have many health problems. But I trust a state agency to do a much better job of enforcing regulations and making inspections than the USDA. That agency, like all fed. agencies under Cheney/Bush, is understaffed & underfunded. I wish USDA would start doing a halfway decent job of enforcing the current regulations. As it is, meat inspectors get fired if they blow the whistle on the big meat processing plants.
