21. I use a tracking service, but there are lots of ways
If you have a web site, you'll usually get a basic log free with your hosting fees. I use a paid service which provides a lot more detailed information, displayed with fancy charts and graphs and maps to display the stats like computer type, screen resolution, browser version, etc, plus stuff like length of visit, visitor's paths around the site, where they were before they visited me, stuff like that. But nothing of real detail, like names or addresses or anything.

If you don't have a web site, and just want to know who is trying to peak at your computer, your firewall should provide a log with that kind of data.

I work with several websites and government workers are major web surfers. I've seen CIA and DOJ hits on pages that would be of absolutely no concern to the government as an entity. They frequently send emails, too, usually using hotmail or yahoo accts.

If the CIA takes an "official" interest in your site, they can keep an eye on you without you ever knowing they were there. Anonymizing filters, accelerators and proxies can make anyone virtually invisible by disguising their gateway to blend in with your other traffic and I'm sure those guys know about them.
