My second thought was: Oh, they're not trolling through our "personal" lives, just our business, political, financial lives -- all depends on how they define "personal" -- maybe to them it means sex lives.

And now that I'm on a roll, maybe it's the word "trolling" that is suspect -- maybe they are doing something alot more specific than trolling.

His exact words were, "We are not trolling through the personal lives of millions of innocent Americans."

In other words, they may be trolling through the personal lives of some Americans, or millions of Americans, but not millions of innocent Americans. Or they may be trolling through the personal communications of millions of innocent Americans, but not their personal lives.

It is very carefully worded so that it is intentionally misleading, but technically not a lie, and is essentially meaningless. Similar to "weapons of mass destruction-related program activities" (WMDRPA).
