the use of the word "papers" was likely quite measured -- consider that biometric IDs were discussed at the same time and make the connection.

In other words, if *we* (whoever that is) SAY that you're (a citizen, or even a certain specific citizen), then THAT is what counts.

It's much easier to change somebody's papers (or biometric ID) than to change a law (or a Constitution for that matter).

"You say you're a citizen? Prove it. Show me your papers (soon to be biometric ID)."

Yeah, I can't see how that can go wrong.
