Guest workers.
I just don't see the guest worker program as a program geared to the low income worker. The guest workers most likely will not be a low paying job seeker. Those type of workers seem unlikely to bother getting into the program and most likely won't have the money to apply. They will most likely will come in the same way they come in now. A company will have even more power over an illegal worker with a guest worker program and will be able to pay even less than now for these workers. I believe the guest worker program is geared to medium income jobs. People that have education and skills to work as programers and such. They do have the money to apply and are in general in high demand here and are currently only limited by getting the limited number of work visa's. The guest worker program could remove this restriction. The people hit to worse by guest workers could be the middle class.

1. A prime example would be the construction industry...
once good paying, largely union jobs, now low paying largely non-union jobs done by immigrants, many of whom are probably undocumented.

Jobs that "real Americans" won't do, indeed.:sarcasm:

2. I suspect the "guest workers" will be whomever the corporate
masters want them to be.

3. I really haven't heard anyone attack this
I mean Dean hit on my first thought "This is indentured servitude". But I think it needs to be pointed out there is no guarantee the "guest" worker is going to be some poor, uneducated person looking for a job American's won't do (an insult to all working Americans). All jobs are fair game. There are lots of highly educated Russians, Indians and Chinese waiting in line to immigrate here. I mean what's the President going to do make the guest worker prove he's stupid before their allowed to come.
