... and where they work be made available to union recruiters. The millions of possible new recruits could revitalize the labor movement and transform the service industry.

programs implemented then. My husband's father and older brothers came to the states from the Bahamas and worked the field here. They sent money home. His father and one brother returned home after the war, but one brother stayed and became a citizen. He sponsored my husband, who came here as a preteen to live with his big brother. The workers were tracked from job to job. There was accountability built into the system. It wasn't the giant free-for-all we see today.
AND workers need to organize again, as do consumers.

You can call people guest workers or whatever, but unless you are just going to let everyone who wants to be here come as guest workers, then there will still be plenty of illegal immigrants who came in after (or for various reasons didn't register for) the guest worker program. The government has done a piss poor job enforcing the laws, and there's no reason to believe that will change, and there's every bit as much incentive to those who can't get into the guest worker program to come here anyway. You may just find that the same jobs are taken up another group of illegal immigrants.
