Why is Bush obsessed with the National Guard?

Clearly, he has no idea what their purpose is, (and why should he, he only showed up for the parties in the Air National Guard). Is everyone afraid to tell him?

I do sometimes worry that he sees them as a vehicle which might be used to control the public in a militaristic way.

Don't forget, as guv of the Lone Star State, he was commander of the TX National Guard. He likes to wallow in reverie of simpler times when his generals never questioned him.
