Sure, there's nothing in the Constitution saying what the official skin color should be, but most Americans are white and it would just be easier for the immigrants if they learned how to be white. When I moved to Moscow, I had to learn Russian. I had no conversational training when I got there. I learned, 'men', 'women', 'caution' and 'prohibited' really fast. It just kind of made sense to do so. Now, I knew people from the US who never rode the subway,read only the English-language papers and shopped only in hard currency stores. I don't think they can really say they lived in Moscow.

We are born a race. We learn a language. After we learn our first language, we can learn more languages without discarding our own.
Race is a social construct based on physical characteristics like skin color as well as heritage. The race of the people that we seem to be talking about is multiracial. Many of them, even with brown skin, call themselves white. People of Medieterranean descent of the same skin color call themselves white too. Some people who are lighter skinned than "whites" call themselves black, Native American, Indian, Asian, etc.
We don't do the brown paper bag test anymore in this country. Sorry, your comparison doesn't work.
