"There have really only been two presidents in the last 40 years to balance the budget, Lyndon Johnson and me," Mr. Clinton said, dismissing a bill that Mr. Bush signed Wednesday that extends for two years tax cuts on stock dividends and capital gains.
Mr. Clinton, speaking at an Austin tribute to Waco insurance executive Bernard Rapoport, said he didn't want to get into politics. But the former president couldn't resist another mild dig at Mr. Bush for ignoring climate change, which Mr. Clinton said threatens the underpinnings of civilization.
Mr. Clinton also played off the Senate's immigration debate this week, saying that being a nation of immigrants has helped America's relations with other countries.
