Tow is the short fiber from flax. The long fibers become linen and the short fibers became tow. The tow was used to make rope, hence the tow rope, which also then gave us the tow truck. Women would be said to have flaxen hair, because they spun the flax into linen. The boys became tow heads as they made the ropes.
