Despite incessant rhetoric about the "Plan for Victory," and indefensible claims of improvement from his administration, Bush is quietly pursuing a "Plan for Politics" in Iraq by slowly but surely moving troops out of populated areas and into so-called superbases. These few huge bases, virtual mini-cities with tens of thousands of troops, are in isolated areas, meaning the troops have little ability (or responsibility) to affect daily life in Iraq.

This strategy clearly shows that the Administration has given up on true counter-insurgency tactics, which necessitate working with and among the people, and instead defaulted to focusing on preventing full-scale civil war and total governmental collapse. From the superbases, troops can deploy to stop major conflict, perform targeted strikes, and make large shows of force when necessary, but cannot regularly engage the population.

1. The whole BADministration has been one big set of political ploys
BushCo is STILL in campaign in 2000 mode. Handouts for the rich, neat little stage shows on aircraft carriers, cute little set up photo-ops, jingoistic backdrops at all the news conferences. And the chattering PEZ heads on TV can't seem to get enough. Cooing, giggling like some bobby-soxer at her first Frank Sinatra concert, lying, spinning. Thousands of Americans have died in this fetid side-show, and over 1/4 of Americans can't seem to get enough of it. Writing my (dem!) congress-critters falls on deaf ears, as I don't even get back a form letter for my efforts. Nothing seems to wake them up. If they stir, a day or two later, after some arm-twisting from Georgie the President-King Puppet or Cheney the puppeteer, the issues seem to go away and it is back to whoring for the corporations and pandering to the religious freaks.
