HAVOC memo - concerning Project X
For those of you that don't know, Project HAVOC is a project that is being run concurrently with Project X. Because some of the people that are involved with X are also involved with HAVOC there is some cross pollination going on between the two projects. Right now, just let me say, I am disavowing myself from HAVOC. I want no part of it. X was born at a planning meeting of the Southwestern regional heads(this was before the 'Texas Plan' got too big and Texas essentially became it's own district), X is brilliant in it's implementation. That brings us to Project HAVOC. HAVOC started growing when an influential portion of the Southwestern conference, with financial backing from a "big name" in the publishing industry started running with out approval from "Mr. Big" anyway, they started getting into the "fun & games" side of operations. HAVOC involves positioning our personnel on the staffs of Republican Congressmen and Congresswomen. Freshman Republican members to be more precise. If this memo does anything to bring about an end to HAVOC then so be it and if it jeopardizes my position in the X Project, well, god help me, I can't help that either.

Why not just publish the whole thing in the New York Times? We aren't going to defeat these monsters by being "simon-pure and simon-simple," God help us. HAVOC is a much - MUCH - milder project than most of the s*** that's been dumped on us for the past decade. It has a very slight chance of bringing about a beneficial change, but even that is better than the current indescribable mess. Nevertheless, I can understand your motives (a bit), and wish you well in future endeavours. By the way, it's "Gulya," not "Goolia." Sincerely. You could look it up.
