Now take that person, and put them in a family and situation where despite being mediocre, they are consistently placed into the best schools, and are handed jobs running and owning companies despite any evidence they are capable of doing well at this, and despite evidence to the contrary. The jobs are given them simply to pad their resume to make it "plausible" for a potential future in politics.
And there you have it.
