Or so says the sub-headline. See the link in the upper left-hand corner of this page: http://www.nytimes.com/pages/world/index.html

Seems to me that "but" is the appropriate word if you are targeting the Al Qaeda leader and civilians. So is the headline writer illiterate or am I mistaken?
