When I read it I wasn't thinking about exactly where in July we were.

Usually when this sentence structure is used, the month is more than half over. (My mind did a 'skip-over', and I'll bet that a lot of other people did the same thing.)

I don't think tin foil is required. It is probably standard procedure if something is to be de-emphasised. (...like putting the best selling items on the bottom shelf at the supermarket)
