3. Deliberate. DHS's real job is a propaganda campaign...

...to make folks THINK that security has been increased.

For example: Airport security is a HUGE hassle for travellers
these days, but the cargo in the belly of those same planes
isn't inspected any better than it was on Sept 10th;
this creates the ILLUSION of "increased security" where none exists.

And their own inspectors have had about a 50% success rate
getting weapons and simulated bombs through the boarding "security"
since day one, but has this fact led to any CHANGES in 4 years?

Exactly, the DHS was the idea of the Democrats (as far back as Gary Hart I believe) W didn't want it and only relented to it when the polls showed that the people wanted it. They have done nothing to streamline duplicitous positions (purchasing for instance) and other than some air marshalls have done NADA in terms of policy. There is no policy in this administration their whole agenda was to raid the public stores to hand it over to their cronies and to invade Iraq again for their cronies, it is all politics all the time there is nothing else.
