15. Because he's considering a 2008 run and he's considered by beltway
insiders to be a really excellent pol. He's the architect behind the GOP House sweep in 1994. While he was in office, he was often considered the second most technically savvy Congressman, after Gore. Gingrich did a lot of work promoting high tech projects and research. Out of office, he has continued to put his ideas out there to the conservatives.

The thinking behind a potential Gingrich 2008 run is that he's one of the few conservatives who has enough grassroots support and (potential) financial backing to wait awhile before declaring, which would let the lesser candidates fight long enough for Gingrich to look even better to the base.

Factor in Gingrich's marital scandals, and he's the Bizarro Al Gore...
