If I were the government of Lebanon
I would not entertain any discussion re helping foreigners leave the country until the UN Security Council forces a cease fire.

that he meant Hezbollah, not Hamas. And Hezbollah certainly has influence, namely 14% of parliamentary seats, and complete countrol of the border region of Lebanon (and total impunity in that region).
