Evacuation is "recommended".
There is just no way to accomplish a total evacuation. Fixed-winged aircraft are out of the question.
The only ones that can be "forced" are military and State Dept.

There is no military to go round them up. Well, no American military anyway. They were all told to go "register" at the American embassy. I don't know how I would feel going to register and not knowing if I am going to get out or not. Those records may, or will, fall into the wrong hands.

US citizens are free to go to many dangerous places at their own risk and we cannot always bail them out.
Millions of Americans are held hostage in our own neighborhoods and cities.
In fact the entire country has been hijacked by extremists.

They'll be lucky to evacutee the folks who want to leave. If someone insists on staying, I doubt that anyone will be chasing after to evacuate them. Any military there will be up theirs ears trying to kill the the other military.
