Assuming )*( does veto the bill, it still goes back to Congress for a revote. If three more Senators can be coaxed to support the bill, the Senate can still do it.
What was the margin in the House, and is it close enough that with a bit of lobbying they could override?

As soon as it was "announced" that the President was going to veto, all you had to do is take note of WHO made that announcement. It was Rove.
This is their Plan B to keep a majority for Bush.
