Why is it always six more months?

I read at least three articles in today's NYTimes regarding 'civil war'.

When dozens of gunmen don military uniforms and hijack military vehicles to kidnap/kill scores of citizens on the other 'side', a country has, at the very least, a singularly interesting and difficult situation going on.
