2. Because they do not really want it.
This was an election year exercise to separate endangered Republicans from the President in the eyes of the voters. Carefully planned NOT to pass.

3. Not all of the "yes" votes are actually yes votes

many are Republicans in races where a yes vote could help them, that is why the veto was announced early so they could vote yes and not have to worry about it's passage.
