1. citizenship
A draft is so WWII; you really have to think outside of the box. The new trend is to grant citizenship to entire third world families who can provide at least one healthy family member to serve (unquestioningly, and at little cost) in the Army.

and lead the Charge up San Juan Hill. His aide-de-comp will be one Bloody Bill Kristol all decked out in the latest Marpat Digital Desert Marine Cammies!
