The article's not that great either. Basically, the story is that Californians authorized a 10-year, 1 (?) billion dollar bond for stem cell research. It's been held up in lawsuits from the usual knuckle-dragging flat-earth types. The cases seem pretty likely to be found in favor of the state so a deal was made to start giving out money for research immediately in the form of 'loans' which will be payed back from the bond. Arnie's just authorizing those loans to go through.
