As expected, all three were approved by the Senate. The first, HR810, would have allowed NIH funding for the use of human embryonic stem cell (hESC) lines and primary cultures created after the April 2001 executive order issued by George W. Bush during his first term. President Bush is personally opposed to conducting such research, and true to his word, issued his first ever presidential veto in six years. By way of contrast, President Clinton issued 37 vetoes over the course of two terms, and the first President Bush issued 44 in a mere four years.
