"Duck and Cover" usually refers to our national obsession during the Cold War. I was born at the tail end of the 50s and remember learning duck and cover in the classroom; even as a very young child it seemed surreal.
The wonderful documentary "Atomic Cafe" makes it look even more ridiculous. In other words -- you can laugh at it.
If, however, he/she was referring to what's going on in the ME (pick your country for the horror of your choice) -- then I agree with your original assessment. They are almost completely desensitized -- this morning CNN did a piece on a wedding in a bomb shelter; fine, a couple of people got married in a bomb shelter. How special. Meanwhile, more bombings and deaths on the surface.
