Russia puts kibosh on U.S.-backed resolution against Iran at UN
http://www.canada.com/topics/news/world/story.html?id=6bc4d52c-066d-426a-94a2-decec824d5fa&k=64031

VIENNA, Austria (AP) - Unexpected Russian opposition to key wording of a U.S.-backed Security Council draft resolution is straining international unity on how to deal with Iran's nuclear defiance, UN diplomats said Saturday.

The apparent change of heart is the latest obstacle in the months-long attempt to put pressure on Iran's government to suspend uranium enrichment, which some countries fear Tehran wants to use for a nuclear program.

Iran argues its needs enrichment to make energy and is entitled to it under the Nuclear Non-proliferation Treaty.

Although it initially urged restraint, Russia, as recently as July 12 in Paris, signalled it was ready to support a tougher line. Russian Foreign Minister Sergey Lavrov and counterparts from the United States, China, Britain, France and Germany agreed then to resume Security Council deliberations after Iran refused requests to respond to an international offer to negotiate its nuclear program.

2. This is about Israel...
if the US won't condemn the Israeli over-reach, Russia won't condemn Iran for its nuke program. Remember Russia has a veto on the UN Security Council.

6. Simply put, the US will veto any resolution....
telling Israel NOT to invade Lebanon, and in return Russia will veto any resolution condemning Iran's nuclear program.

7. this article shows that Iran views losing (legal)enrichment as defeat
. . . enrichment for energy purposes like other countries enjoy without rebuke or innuendo about weapons production.

Rafsanjani sees UN tyranny over Iran nuclear fuel work
Published: Saturday, 22 July, 2006, 11:39 AM Doha Time

TEHRAN: The UN Security Council risks committing “a historic act of tyranny” against Iran if it passes a resolution demanding Tehran stop making nuclear fuel, powerful cleric Akbar Hashemi Rafsanjani said yesterday.

“On our nuclear issue, we are now witnessing a cruel act,” Rafsanjani told worshippers at Friday prayers in Tehran.

“They are going to commit another historic act of tyranny against Iran, despite Iran announcing several times that it is ready to negotiate,” he added, referring to the UN Security Council resolution.

He said it would be humiliating for Iran to end its domestic nuclear fuel cycle, which it says it needs to run nuclear power stations.

“If Iran accepts, that would mean putting our hands up and surrendering,” he continued.

12. So Bolton is changing the rules?
Russians learn fast.

Them there rules are OLD -- this is 2006 -- what we need are new rules not old rule written in ________ (fill in the year --). <sarcasm -- mocking bushier about his idea that old laws (customs) are out of date 'cause this is 2006>

When bushie was a kid I though I read that he'd make up new rules for the game -- and if he was losing he'd take his ball and go home. If this isn't in some book -- I'll bet this is just the sort of bratty kid he was.

13. Yep, here is an example of what johnnie boy has been up to...
Mr. Bolton that day burst into a packed committee hall, produced a cordless microphone and began to lecture envoys from developing nations about their weakening of a proposal to tighten management of the United Nations, his chief goal.

Gaveled to silence, he threw up his hands and said, “Well, so much for trying something different.”

It was not merely rude, the ambassadors said. One recalled that moments later, his BlackBerry flashed a message from another envoy working on management change. “He just busted us apart,” it read.

snip

On June 30, Mr. Bolton stunned a group of allied ambassadors. As they waited in the office of Jan Eliasson, the president of the General Assembly, to approve a plan to review thousands of outdated and redundant directives, word arrived that Mr. Bolton had cut a side deal to postpone the effort. And he had done so with the three countries viewed as the proposal’s most vocal opponents, Egypt, India and South Africa.

Here's the link to the NYT article, it is very enlightening regarding bolton's "negotiating" style:

10. Did anybody really expect them to
sanction Iran? I didn't. Did Bush really expect that? Bolton? Russia has been pretty clear that they do not want to invoke sanctions. Same thing with China.

China has absolutely NO reason to antagonize Iran. They import around 16% of their oil from the Iranians, they are on good terms with them.

This is just posturing on the part of the Fools in the State Department. They're just PRETENDING they have power, just going through the motions when they already know they had a snowball's chance in hell of making it happen.
