the government would waste hours and manpower monitoring your phone calls, only to get nothing. This in turn would clog up the system so that any real communication between terrorists would be lost--hey, wait a minute, this has already happened, I believe.

organization.

That can be the NEA (according to the Education Secretary) or GreenPeace, Ducks Unlimited, THE F*CKIN' QUAKERS, Grandma's sewing group, the AFL-CIO, the ACLU, the NAACP, or any number of "left-leaning" groups.

However, a call from your local KKK organization is not considered being contacted by a "terrorist group" . . .
