My brother was allowed to purchase Iraqi currency when he was over there for very cheap although nothing in denominations like this.

being a military family might not have any relation to having the Iraqi money - they might have been using the moniker "military family" for years, just to show that they're good patriots.
It doesn't necessarily mean that they are getting the money through someone in the military.
If they're long time sellers of currency and foreign notes, who knows - and considering the huge volume they have in these bills, I would assume that they're legit and not having their son stationed in Iraq (assuming they have one - the ad doesn't say, I'm only offering a hypothetical) illegally exchange hundreds of thousands of dollars for dinars and shipping them to Arizona.

The current exchange rate is 1477 Iraq Dinars to 1 US Dollar; 100 million would be worth $67,704, their buy-it-now price is $79,999. You'd have to be a real sucker to touch this stuff.
