2. Actually, I don't notice the rolling black-outs around the USA.
St. Louis lost power due to a fierce storm that knocked down trees into power lines.

The only case I know of that might fit your definition is in New York City.

There have not been rolling blackouts in California at all.

What are you hearing? :shrug:

3. Yes, indeed
I had two of them last week. When I called the power company, they said there was someone working on the "incident" and the estimated time for recovery was 2 to 4 hours . . . amazingly enough, both times the power came back on exactly two hours after it went off . . .

They blame the air conditioners and the heat wave. I'm confused . . . thousands of generations of humans somehow survived extremely high temperatures in equatorial countries over the millenia, why are people dropping dead now when it gets over 90? I think we all need to turn off the air conditioners, open the windows, and get used to the heat . . .

4. We had a brown out in part of
Stockton, CA last Friday. I left work because the air conditioner and fans would not work. Not enough electricity.

5. They don't institute "rolling blackouts" in CA until we hit a Stage Three

power emergency. Hasn't happened yet this summer. Today it got to Stage Two , which is when big industrial power users voluntarily shut down in exchange for rate concessions. Works for me!

If we can make it through a day like last Saturday, we can make it through anything, IMHO.
